C&K Testing's Speech on the 3rd DHPF 2016
The 3rd DHPF (Disposable Hygiene Products Forum) 2016 had been held in Guangzhou during 12 May to 14 May 2016, when renowned experts from the industry gathered to communicate the latest strategic development and explore new opportunities and challenges for their business. Ms. Laura Ho, Technical Support of C&K Testing, interpreted the policies for the access of disposable sanitary products to the China market and also shared with the relevant dynamics of the industry in China.

Proposal for decaBDE ban under REACH Annex XVII
On 4 May 2016, the European Commission added restriction of bis(pentabromophenyl)ether (decaBDE) under Annex XVII to REACH Regulation by submitting Circular No. G/TBT/N/EU/375 to World Trade Organisation (WTO): decaBDE shall not be used in the production of, or placed on the market in another substance as a constituent, a mixture, an article or any part thereof in a concentration equal to or greater than 0,1% by weight.

Implementation rules on China RoHS regulation published
The Administrative Measures for the Restriction of the Use of Hazardous Substances in Electrical and Electronic Products (also known as China RoHS, hereinafter referred to as “Measures”) was published on 6 January 2016 and will apply on 1 July 2016. To facilitate the understanding of the requirements set forth in the Measures and guarantee its implementation in an effective manner, Energy-saving and Comprehensive Utilisation Office under Chinese Ministry of Industry and Information Technology has officially published guidance on frequently asked questions (FAQs) about the Measures on 16 May 2016.
China RoHS marking requirements for hazardous substances
Pursuant to the Administrative Measures for the Restriction of the Use of Hazardous Substances in Electrical and Electronic Products (known as China RoHS 2) which to apply on 1 July 2016, electrical and electronic products (EEP) falling under the applicable scope are only required to declare hazardous substances they contain to comply with Marking for the Restriction of the Use of Hazardous Substances in Electrical and Electronic Product (SJ/T 11364-2014).
Intensified enforcement for RoHS 2.0 in Europe
The number of enforcement actions taken against products that are not compliant with the EU Directive on the restriction of hazardous substances (RoHS2) has increased in the UK. And product withdrawals under the Persistent Organic Pollutants (POPs) Regulation of short chain chlorinated paraffins (SCCP) articles are also a focus. Information on these products is now published on Rapex, the EU’s rapid-alert system for dangerous consumer products.

Lead restrictions under REACH Anne XVII to apply in June
In April 2015, the Official Journal of the European Union published Regulation (EU) 2015/628 to restrict on the concentration of lead in the articles or accessible parts thereof to be placed in the mouth by children, which C&K Testing has reported. The restriction provisions will apply on 1 June 2016.
AQSIQ releases consumer alert on children's products
On 20 May 2016, Enforcement Authority (“Authority”) of General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (AQSIQ) organised Defective Products Administration Center to find that safety hazards were present in children’s products including laser pens, baby mats, garments of babies and chilren, children’s stationery, baby walkers through special market research, National Product Injury Surveillance System and special surveillance on internet opinions. Pursuant to provisions of The Administrative Measures on the Recall of Defective Products, the Authority released consumer alerts for four children’s products to attract wide attention among consumers.

China approves the use of 23 substances in food contact materials and articles
On 29 April 2016, Food Safety Standard and Supervision Assessment Division under National Health and Family Planning Commission of the People's Republic of China published Notification No. 5 on Safety Assessment Concerning Ammonium Carbamate and other 23 New Food-related Products. Pursuant to Law of Food Safety, Review Authorities organised experts to review the safety of those new products.
US FDA consults on food contact phthalate petition
The US Food and Drug Administration (FDA) has announced a consultation on a food additive petition filed by ten NGOs that asked the agency to revoke regulations that allow the use of 30 ortho-phthalates in food contact materials (FCMs).

Chinese Bureau destroys imported a child stroller
Wenzhou Inspection and Quarantine Bureau (Zhejiang Province, China) destroyed a child stroller imported from Italy as it lacked of China Compulsory Certification (3C) during daily inspection.
AQSIQ publicises safety information on quality of imported consumer products
On 17 May 2016, General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (AQSIQ) held a press conference to notify surveillance data and safety information on the quality of imported consumer products such as child safety seats, garments, food contact articles and disposable sanitary products.
AQSIQ's quality inspection of imported goods in the 1st Quarter 2016
General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (AQSIQ) held a regular press conference on the morning of 28 April 2016. Ms. LI Jing, Spokesperson of AQSIQ News and News Office Director, has released the information on quality inspection of imported goods in the 1st Quarter 2016, entry-exit inspection and quarantine, recall of defected products and safety on special equipment.

AQSIQ focuses on 10 key consumer products in 2016
General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (AQSIQ) has recently determined to prioritise disposable diapers, toys, garments for babies and young children, kitchenware and other six consumer products of common concern by issuing of Notification on Printing “QA Sword” Work Plan (“Notification”) in order to strengthen quality control and create a market environment with fair competition to guarantee the building of a modestly prosperous society.
Brazil restricts lead and cadmium in jewellery
On 26 January 2016, Brazilian National Institute of Metrology, Quality and Technology (Instituto Nacional de Metrologia, Qualidade E Technologia, INMETRO) published Ordinance No. 43 of 22 January 2016 to restrict lead and cadmium in jewellery and its components.
EU revises exemptions for ELV vehicles materials and components
On 19 May 2016, the Official Journal of the European Union revised Annex II to EU Directive for End-of-life (ELV) vehicles concerning exemptions on materials and components by publication of Commission Directive (EU) 2016/774.

Overview of RAPEX notifications in Aril 2016
In accordance with the General Product Safety Directive 2001/95/EC (GPSD) and Regulation 765/2008, in April 2016 the European Commission validated 162 notifications on dangerous products and transmitted them to the Member States and EEA-countries. Most of these concerned products presenting serious risk: 136 notifications (84%). 9 notifications (6%) concerned products presenting less than serious risk and 17 notifications (10%) were circulated for information.
Overview of RASFF FCM notifications in April 2016
The European Commission validated 257 RASFF notifications this month, including 226 notifications on food, accounting for 87.94%; 21 notifications on feed, accounting for 8.17%; 10 notifications on food contact materials (FCMs), accounting for 3.89%
Overview of CPSC notifications on recalls in April 2016
Consumer Product Safety Commission (CPSC) recalls 23 batches of products in April 2016. There are 12 batches of Chinese products, accounting for 52.17%, reduced by 10.79%.
Monthly overview report of AQSIQ notifications on imported goods in April 2016
General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (AQSIQ) validated notifications on 38 batches of imported industrial goods, which were found non-compliant during inspection and quarantine process at the entry ports of China. They have not been offered for sale on the China market yet and are returned or destroyed instead according to laws.
