EU publishes proposed PFOA limits
On 6 October, EU submitted Notification G/TBT/N/EU/411 as regards the amendment to REACH Annex XVII proposing to include a new restriction on PFOA and its salts.
EU notifies WTO of a methanol restriction under REACH Annex XVII
On 6 October 2016, the European Union notified World Trade Organisation (WTO) by Notification G/TBT/N/EU/410, which proposed to include a new restriction methanol under REACH Annex XVII: The Regulation would restrict placing the liquids on the market for the general public where they contain methanol in a concentration equal to or greater than 0.6% by weight.

China RoHS 2.0 marking opens for opinions
On 13 October 2016, Science Office under Chinese Ministry of Industry and Information—Technology (MIIT) published the revision notification of one of supporting standards Marking for the Restriction of the Use of Hazardous Substances in Electrical and Electronic Product (SJ/T 11364-2014). The publicity period for the standard ends on 13 November 2016.
Toys & Children’s Products
US toy safety standard ASTM F963-16 updated
On 19 October 2016, American Society for Testing and Materials (ASTM) publishes Standard Consumer Safety Specification for Toy Safety ASTM F963-16, which will become mandatory in the middle of 2017. Pursuant to Consumer Product Safety Improvement Act (CPSIA), the amendments in ASTM F963-16 will become mandatory in 180 days unless otherwise required by Consumer Product Safety Commission (CPSC).
South Korea to amend Special Act on Safety of Children’s Products
On 11 October 2016, Korean Agency for Technology and Standards (KATS) notified World Trade Organisation (WTO) of Notifications G/TBT/N/KOR/676, G/TBT/N/KOR/678 and G/TBT/N/KOR/680 proposing to amend the Special Act on Safety of Children’s Products, involving leather products for children, textile products for children, care articles for children, toy and school things.

EU revises ecolabel criteria for footwear
On 9 August 2016, the Official Journal of the European Union revised the standard as regards the ecological criteria for the award of the EU ecolabel for footwear by Decision (EU) 2016/1349, which replaced Decision 2009/563/EC.

Chinese standard for Food Contact Bamboo, Wood and Cork Materials and Articles open for opinions
On 25 October 2016, China publishes G.W.B.S.P.H. No. (2016) 1028 Food Safety—National Standard for Food Contact Bamboo, Wood and Cork Materials and Articles, whose commends period ends on 25 November. The standard includes requirements for raw materials, sensory requirements, migration of elements, covering food packaging materials, vessels, food utensils and food processors.
US House proposes a BPA ban on food containers
On 28 August, U.S. Committee on Energy and Commerce came up with H.R.6269 - the Ban Poisonous Additives Act of 2016 for purposes of applying section 402(a)(6) of the Federal Food, Drug, and Cosmetic Act (21 U.S.C. 342(a)(6)). The bill would ban a food container that is composed, in whole or in part, of bisphenol A, or that can release bisphenol A into food.

China destroys unqualified imported food contact articles
On 20 October 2016, Hangzhou (Zhejiang Province, China) Inspection and Quarantine Bureau (the “Authority”) destroyed two batches of unqualified food contact articles, including: 548 ceramic cups made in Japan for dangerous levels of heavy metals present in the products; 150 sets of filter elements of storage kettles for defects in product performance and lack of hygiene licenses.

SAIC: Non-compliance rate of internet trading reaches 34.6%
State Administration for Industry & Commerce of the People’s Republic of China (SAIC) published the results for special random inspection of products for internet sale on 8 October 2016. Upon testing, it shows 172 batches (497 batches in total) products are not compliant with a failure rate of 34.6%.
Canada amends toxic substance prohibitions
On 5 Oct. 2016, Canada amends the regulation of five toxic substances in Canadian Environmental Protection Act through a publication of a notification on the Canada Gazette.
Maine looks to designate decaBDE, HBCD as priority chemicals
Maine's environmental protection department (DEP) has proposed a rule to designate decaBDE and HBCD as priority chemicals under the Toxic Chemicals in Children's Products law on 12 October 2016
California extends Prop 65 BPA emergency regulation
California has extended its emergency regulations on Proposition 65 warnings for bisphenol A (BPA) in canned and bottled food and drink by 90 days. The existing regulations had been to expire on 17 October.

In accordance with the General Product Safety Directive 2001/95/EC (GPSD) and Regulation 765/2008, in September 2016 the European Commission validated 193 notifications on dangerous products and transmitted them to the Member States (EU Member States and EEA-EFTA countries Iceland, Liechtenstein and Norway).
Overview of RASFF FCM notifications in September 2016
The European Commission validated 210 RASFF notifications this month, including 183 notifications on food, accounting for 87.14%; 20 notifications on feed, accounting for 9.52%; 7 notifications on food contact materials (FCMs), accounting for 3.33%.

The Consumer Product Safety Commission (CPSC) recalls 18 batches of products in September 2016. There are 10 batches of Chinese products, accounting for 55.56%.

General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (AQSIQ) validated notifications on 108 batches of imported industrial goods, which were found non-compliant during inspection and quarantine process at the entry ports of China. They have not been offered for sale on the China market yet and are re-dispatched or destroyed instead according to laws.
