C&K Testing attends TBT Notification Conference for Chemicals Review
On 10 November 2016, the WTO/TB 71th regular meeting was held in Geneva. On the same day, Chemicals Research Review Base under Shanghai Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China convened specialists to hold TBT Notification Conference for Chemicals Review in the rear to response to the Chinese delegation so as to fully show the interest pursuits for the Chinese industries. Ms. Laura Ho, technician of Hangzhou C&K Testing Technic Co., Ltd. also attended the conference.
ECHA recommends nine SVHCs for authorisation
Helsinki, 10 November 2016 – ECHA's seventh recommendation to prioritise substances of very high concern for authorisation to the European Commission includes nine substances that are toxic for reproduction.

European Commission consults on two new RoHS exemptions
European Commission has commissioned BiPRO to hold a stakeholder consultation for two new RoHS exemptions, which runs six weeks from 28 October 2016 to 9 December 2016.
EU notifies WTO of proposals on three exemptions
On 17 November 2016, the European Commission has submitted notifications G/TBT/N/EU/423, G/TBT/N/EU/424 and G/TBT/N/EU/425 aiming to renew or revise the three existing exemptions under RoHS Annex III.

EU approves to lower BPA limit and introduce a phenol limit in toys
EU member states approved the proposal to lower the migration limit of Bisphenol A (BPA) in toys intended for use by children under 36 months from 0,1 mg/l to 0,04 mg/l on 14 November 2016. The new limit will come into operation following the 18 months since its publication in the Official Journal of the European Union.

Chinese MIIT releases 74 textile standards
On 17 November 2016, Chinese Ministry of Industry and Information Technology (MIIT) publishes Notification 56 approving 605 industry standards, including 74 for textiles. These textile standards will come into operation on 1 April 2017.

China releases 53 national standards as regards food safety
National Health and Family Planning Commission of the People's Republic of China (NHFPC) has released 53 national standards as regards food safety including GB 4806.1-2016 National Food Safety Standard on Food Contact Materials and Articles—General Requirements on 18 November 2016.
Mexico publishes a standard for food contact glassware
Mexico has published NOM-231-SSA1-2016, Glazed Pottery Articles, Ceramic ware, Porcelain, and Glassware - Limits of Soluble Lead and Cadmium – Test Method on 25 October 2016. The new standard supersedes NOM-231-SSA1-2002 and will come into operation on 25 December 2016. It is noted that the update broadens the scope of this mandatory standard to include glassware.
US removes the authorisation for two PFCs in food contact paper and paper board
On 22 November 2016, the US Federal Register has released a final rule to remove the approval for the use of two long-chain perfluorinated compounds (PFCs) as water and oil repellents for paper and paperboard in contact with aqueous and fatty foods. The rule becomes effective immediately and has a 30-day period to file objections from 22 November.
Canada publishes code of practice for DEGME in surface coatings
On 4 November 2016, Health Canada has published a code of practice for 2-(2-methoxyethoxy) ethanol (DEGME). Under the code, it is recommended that the concentration of total DEGME present in a surface coating material available to a consumer in Canada should not be more than 10,000 mg/kg (also expressed as 1.0% w/w).
Walmart wants suppliers to remove hazardous substances from packaging
Walmart has urged suppliers to remove hazardous chemicals from packaging in a new guidance document.

Overview of RAPEX notifications in October 2016
In accordance with the General Product Safety Directive 2001/95/EC (GPSD) and Regulation 765/2008, in October 2016 the European Commission validated 207 notifications on dangerous products and transmitted them to the Member States (EU Member States and EEA-EFTA countries Iceland, Liechtenstein and Norway). Most of these concerned products presenting serious risk: 159 notifications (77%). 12 notifications (6%) concerned products presenting less than serious risk and 36 notifications (17%) were circulated for information.
Overview of RASFF FCM notifications in October 2016
The European Commission validated 237 RASFF notifications this month, including 210 notifications on food, accounting for 88.61%; 16 notifications on feed, accounting for 6.75%; 11 notifications on food contact materials (FCMs), accounting for 4.64%.
Overview of CPSC notifications on recalls in October 2016
Consumer Product Safety Commission (CPSC) recalls 28 batches of products in October 2016. There are 16 batches of Chinese products, accounting for 57.14% .
Monthly overview report of AQSIQ notifications on imported goods in October 2016
General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (AQSIQ) validated notifications on 302 batches of imported industrial goods, which were found non-compliant during inspection and quarantine process at the entry ports of China. They have not been offered for sale on the China market yet and are re-dispatched or destroyed instead according to laws.
