EU includes BPA restriction in thermal paper under REACH Annex XVII
On 13 December 2016, the Official Journal of the European Union publishes Regulation (EU) 2016/2235 to include BPA restriction in Annex XVII to Regulation (EC) No 1907/2006 (REACH Regulation). The new restriction sets forth a threshold limit of 0,02 %(by weight) for Bisphenol A (BPA) present in thermal paper after 2 January 2020.
MSC identifies four substances as SVHCs and two for further discussion
The Member State Committee (MSC) unanimously agreed on the identification of four substances of very high concern (SVHCs): bisphenol A, PFDA, PTAP and 4-HPbl. The majority of the MSC’s members also supported the identification of an environmental endocrine disruptor PTBP and a respiratory sensitiser TMA as SVHCs.

Canada revises the Toys Regulations
On 25 November 2016, Health Canada prepares Regulation SOR/2016-302 to amend the Toys Regulations. The amendments concerns clarity of current requirements, updates of test methods, deletion of certain requirements, will not affect the toy industry nor the compliance and enforcement acts of Canada Health.
Aluminium migration limit under EU toy safety directive to be reassessed
On 28 November 2016, the European Commission's Scientific Committee on Health, Environmental and Emerging Scientific Risks (SCHEER) is to form a scientific opinion on the tolerable intake of aluminium, with regards to adapting migration limits in toys.
Canada proposes to revise lead and cadmium provisions for children products
Canada Gazette publishes two proposals to amend lead and cadmium provisions under Canada Consumer Product Safety Act (CCPSA) for children products on 3 December. Both proposals open for consultation until 16 February 2017.

Nine national food contact materials and articles standards to be amended
On 12 December 2016, National Health and Family Planning Commission of the People's Republic of China (NHFPC) released G.W.B.S.P.H. (2016) No. 1358 to issue 2016 Food Safety National Standard Project Program (Phase II), including food contact ink and 8 other national food contact materials and articles standards.
Guideline on DoC for Chinese food contact plastic materials seeks for opinions
On 12 December 2016, the Industry Guideline on Plastic Food Contact Materials regards as Responsibilities along the Supply Chain and Document of Compliance (DoC) (Download the Chinese Version) prepared by Food Contact Materials Panel Commission under China Food Industry Association seeks for opinions on the official website. The consultation period closes on 10 January 2017.
US issues a final rule on formaldehyde emission standards for composite wood products
The US Federal Register issues a final rule on formaldehyde emission standards. This final rule includes formaldehyde emission standards applicable to hardwood plywood, medium-density fiberboard, and particleboard, and finished goods containing these products, that are sold, supplied, offered for sale, or manufactured (including imported) in the United States. It is noted that the rule is effective on 10 February 2017.
China publishes 292 national standards in several industries
On 20 December 2016, Standardisation Administration of China (SAC) issued Notification 23 of Year 2016 to publish 292 national standards and 23 foreign versions of 23 national standards.

Overview of RAPEX notifications in November 2016
In accordance with the General Product Safety Directive 2001/95/EC (GPSD) and Regulation 765/2008, in November 2016 the European Commission validated 193 notifications1 on dangerous products and transmitted them to the Member States (EU Member States and EEA-EFTA countries Iceland, Liechtenstein and Norway). Most of these concerned products presenting serious risk: 157 notifications (81%). 13 notifications (7%) concerned products presenting less than serious risk and 23 notifications (12%) were circulated for information.
Overview of RASFF FCM notifications in November 2016
The European Commission validated 260 RASFF notifications this month, including 230 notifications on food, accounting for 88.46%; 14 notifications on feed, accounting for 5.39%; 16 notifications on food contact materials (FCMs), accounting for 6.15%.

Consumer Product Safety Commission (CPSC) recalls 28 batches of products in October 2016. There are 16 batches of Chinese products, accounting for 57.14%
Monthly overview report of AQSIQ notifications on imported goods in November 2016
General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (AQSIQ) validated notifications on 68 batches of imported industrial goods, which were found non-compliant during inspection and quarantine process at the entry ports of China. They have not been offered for sale on the China market yet and are re-dispatched or destroyed instead according to laws.
