ECHA adds four new SVHCs in the Candidate List
Helsinki, 12 January 2017, ECHA included four new substances in the Candidate List of substances of very high concern (SVHCs) for authorisation. The SVHCs List (Candidate List) now contains 173 substances.
Harmonised standard list for nickel release under REACH released
On 13 January 2017, the Official Journal of the European Union released the latest list (2017/C 011/02) of harmonised standards with regard to nickel release (entry 27) under REACH Regulation, which primarily update the nickel release standard from EN 16128:2011 to EN 16128:2015.
EU proposes to include 23 CMR restrictions under REACH Annex XVII
The European Commission has notified the World Trade Organisation (WTO) of its intent to include 23 substances as carcinogenic, mutagenic and reproductive toxicants (CMRs) and amend 2 CMR restrictions under REACH Annex XVII- the Restricted Substances List (RSL) with Notification G/TBT/N/EU/435. The comments period runs for 60 days since the notification date.
EU's enforcement on the quality of SDSs
Helsinki, 10 January 2017 – The safety of workers will be inspected by 28 EU and EEA Member States. The key element of the project will be to investigate the quality of the safety data sheets (SDSs) that contain guidelines on the safe use of hazardous substances.

Oeko-Tex® Standard 100 (Version 2017) updated
On 4 January 2017, the OEKO-TEX® Association has, as usual, updated the applicable test criteria and limit values for product certification in accordance with the STANDARD 100 by OEKO-TEX®. The following new regulations come into force on 01 April 2017 for all certifications, following a three-month transition period.
OEKO-TEX® awards new certification for leather goods that have been tested for harmful substances
From 2017 onwards, producers and suppliers of leather goods can also have their products certified to be tested for harmful substances by the International OEKO-TEX® Association. The basis for the certification is the new LEATHER STANDARD by OEKO-TEX®, which was launched during the annual meeting of the General Managers of the OEKO-TEX® institutes in Ostend, Belgium at the start of November. Formed in 1992 and celebrating its 25th anniversary in 2017, the OEKO-TEX® Association, in response to the latest developments in the textile, leather goods and footwear market, is adding the leather sector to its extensive testing and certification system that has focused so far on textile products and accessory materials.

New Swiss FCM regulations for plastics, silicone and printing inks take effect on 1 May
The Swiss Federal Office for Food Safety and Veterinary Affairs (FSVO) has published a new national food law that includes food contact materials (FCMs) on 16 December 2016
EFSA approves Tungsten Oxide for use in plastic food contact materials
On 13 January, the European Food Safety Authority (EFSA) deals with the risk assessment of the additive tungsten oxide for use in food contact materials. EFSA considered it safety to use the substance as a reheat agent in polyethylene terephthalate (PET) at a maximum use level of 75 ppm (75 mg/kg PET) and for other technical functions or for use in other polymers, the migration should not exceed 50 μg/kg.
NHFPC issues 127 national food safety standards
National Health and Family Planning Commission of the People's Republic of China (NHFPC) published GB 2707-2016 National Food Safety Standard Hygienic standard for fresh (frozen) meat of livestock and other 126 national food safety standards on 23 December 2016.
CFDA issues notification on the filing of imported cosmetics for non-special purposes
On 17 January 2017, China Food and Drug Administration (CFDA) issues Notification No.7 of 2017 that all cosmetics for non-special purposes imported for the first time from the port at Shanghai Pudong New Area and the registration site of their responsible person in China is located at Pudong New Area shall be subject to filing administration instead of approval administration since 1 March 2017 to 21 December 2018.

On 5 January 2017, EU Commission notifies the World Trade Organisation (WTO) to amend the List of Substances Prohibited in Cosmetic Products (Annex II) under Regulation (EC) No 1223/2009 by Notification G/TBT/N/EU/436.

Copper restriction in California brake pads regulation takes effect
The rule California Brake Friction Material Requirements was approved on 30 September 2016 and has taken effect since 1 January 2017. The regulation forbids the sale of brake pads made up of more than 5% copper on or after 1 January 2021. This will drop to 0.5% on 1 January 2025.

Overview of RAPEX notifications in December 2016
In accordance with the General Product Safety Directive 2001/95/EC (GPSD) and Regulation 765/2008, in December 2016 the European Commission validated 232 notifications on dangerous products and transmitted them to the Member States (EU Member States and EEA-EFTA countries Iceland, Liechtenstein and Norway) based on the statistics from Week 48-Week 51.
Overview of RASFF FCM notifications in December 2016
The European Commission validated 293 RASFF notifications this month, including 266 notifications on food, accounting for 90.78%; 15 notifications on feed, accounting for 5.12%; 12 notifications on food contact materials (FCMs), accounting for 4.09%.
