EU includes decaBDE restriction under REACH Annex XVII
On 10 February 2017, the Official Journal of the European Union publishes Regulation (EU) 2017/227 to include decaBDE restriction in Annex XVII to Regulation (EC) No 1907/2006 (REACH Regulation). The substance decaBDE shall be subject to a limit of 0,1 %(by weight) for its use in the production of or placing the market in another substance as a constituent, a mixture, or an article or any part thereof after 2 March 2019.
EU proposes to restrict D4 and D5 under REACH XVII
On 20 February 2017, European Commission notified World Trade Organisation (WTO) of a proposed restriction of octamethylcyclotetrasiloxane (D4) and decamethylcyclopentasiloxane (D5) in cosmetic products that are washed off in normal conditions of use by Notification G/TBT/N/EU/456. It intends to set a limit of 0.1% for such cosmetic products. The draft is expected to be adopted in the second half of 2017.

Cadmium ban for portable batteries and accumulators in cordless power tools
Portable batteries and accumulators intended for use in cordless power tools were exempted from cadmium ban, but the amendment Directive 2013/56/EU sets forth that such products shall also be subject to a limit of 0,002% for cadmium since 1 January 2017.
EU notifies WTO of draft cadmium exemption under RoHS directive
On 10 February 2017, EU notifies WTO of a draft amendment to exemption 39 of Annex III as regards the use of cadmium in certain colour converting light-emitting diodes (LEDs) by Notification G/TBT/N/EU/452. It renews two-year duration for the exemption to allow sufficient time for economic operators. The draft will be approved in May 2017 and take into force on the twentieth day following its publication in the Official Journal of the European Union.

ASTM F963-16 takes into effect since 30 April
On 2 February 2017, the Consumer Product Safety Commission (CPSC) publishes a direct rule 82 FR 8989 in the Federal Register that it has recently allowed the update to ASTM F963, ASTM F963–16, Standard Consumer Safety Specification for Toy Safety (ASTM F963–16), to become the mandatory toy standard. The rule is effective on 30 April 2017, unless it receive significant adverse comment by 6 March 2017.
Formamide restriction in EU toy safety directive effective on 24 May
The restriction of formamide in the EU toy safety directive (TSD) is effective on 24 May, which sets forth a limit of 20 μg/m3 (emission limit) after a maximum of 28 days from commencement of the emission testing of foam toy materials containing more than 200 mg/kg (cut-off limit based on content).
EN 71-12 N-nitrosamines and N-nitrosatable substances updated to version 2016
On 21 December 2016, the European Committee for Standardisation (CEN) updates EN 71-12:2016 N-nitrosamines and N-nitrosatable substances, which will be transposed to standards of Member States before June 2017 at the latest. By the time, the new version will supersede EN 71-12:2013 and cancel conflicting standards.

China releases supervision catalogue of key industrial goods in 2017
On 22 January 2016, General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (AQSIQ) released 2017 China Quality Supervision Catalogue of Key Industrial Products (“Catalogue”). It is noteworthy that the products listed in the catalogue are the focus of quality supervision in 2017.
Upcoming technical standards for bicycles to drive industry development
For the purpose of development of electric bicycles, Standardisation Administration of China (SAC) notified Chinese Ministry of Industry and Information Technology (MIIT) to revise the mandatory national standard GB17761-1999 Electric bicycles – General technical requirements, which revealed some problems including the absence of mechanical, electric and fire protection requirements in the standard on 10 Feb. 2017.
Interpretation to chemical restrictions of new EU Ecolabel for wood flooring
The Official Journal of the European Union released Decision (EU) 2017/176 on 2 Feb. 2017 to notify the update of EU Ecolabel for wood flooring on 25 Jan. 2017. The Ecolabel is applied to wood-, cork- and bamboo-based floor coverings. The revised criteria, along with the related assessment and verification requirements should be valid for six years from the date of notification of this Decision.

Overview of RAPEX notifications in January 2017
In accordance with the General Product Safety Directive 2001/95/EC (GPSD) and Regulation 765/2008, in January 2017 the European Commission validated 151 notifications on dangerous products and transmitted them to the Member States (EU Member States and EEA-EFTA countries Iceland, Liechtenstein and Norway). Most of these concerned products presenting serious risk: 125 notifications (83%). 14 notifications (9%) concerned products presenting less than serious risk and 12 notifications (8%) were circulated for information.
Overview of RASFF FCM notifications in January 2017
The European Commission validated 251 RASFF notifications this month, including 225 notifications on food, accounting for 89.64%; 17 notifications on feed, accounting for 6.77%; 9 notifications on food contact materials (FCMs), accounting for 3.59%.
Overview of CPSC notifications on recalls in January 2017
Consumer Product Safety Commission (CPSC) recalls 26 batches of products in January 2017. There are 14 batches of Chinese products, accounting for 53.85%. Our analysis shows that household products are the most frequently notified in this month.
Monthly overview report of AQSIQ notifications on imported goods in December 2016
General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (AQSIQ) validated notifications on 172 batches of imported industrial goods, which were found non-compliant during inspection and quarantine process at the entry ports of China. They have not been offered for sale on the China market yet and are re-dispatched or destroyed instead according to laws.
