New test standards for hexavalent chromium and phthalates for RoHS compliance
On 28 March 2017, International Electrotechnical Commission (IEC) published two test standards IEC 62321-7-2:2017 and IEC 62321-8:2017 for hazardous substances in electrical and electronic equipment as regards hexavalent chromium and phthalates.

EU revises lead limits in toy safety directive
On 27 April 2017, the Official Journal of the European Union published Regulation (EU) 2017/738 amending lead limit in the Toy Safety Directive 2009/48/EC. The Regulation takes into operation from 28 October 2018.
Turkey includes 9 chemical restrictions in toy regulation
On 1 Apr. 2017, Turkey Ministry of Custom released Gazette No. 30025 to amend Turkish toy regulation in the interest of clarity, and also include 9 restrictions for toys.
Interpretation on changes of ASTM F963-16 effective on 30 April
The U.S. mandatory toy standard ASTM F963-16 takes into force on 30 April 2017. All children’s toys manufactured on or after 30 April 2017 must be tested to ASTM F963-16.

Guideline on DoC for Chinese food contact plastic materials released
Led by food contact materials (FCMs) panels of China National Food Industry Association, the Industry Guideline on Plastic Food Contact Materials regards as Responsibilities along the Supply Chain and Document of Compliance (DoC) (referred to as “Guideline”) was officially released on 19 April 2017. With a six-month consultation, it becomes the first industry guideline on Document of Compliance (DoC) in the field of food contact materials (FCMs).

On 17 April 2017, General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (AQSIQ) released Notification 29 of Year 2017 as regards the inspection of import & export products beyond the Catalogue of Entry & Exit Products subject to Legal Inspection.

Prop 65 adopts maximum allowable dose level (Oral) for ethylene glycol
On April 4, 2017, the Office of Administrative Law approved the amendment of Title 27, California Code of Regulations, section 25805, Maximum Allowable Dose Level (MADL) for the chemical ethylene glycol (ingested). The regulation will be effective on July 1 2017. This regulation establishes a MADL of 8,700 (oral) micrograms per day for ethylene glycol (ingested).

In accordance with the General Product Safety Directive 2001/95/EC (GPSD) and Regulation 765/2008, in March 2017 the European Commission validated 202 notifications on dangerous products and transmitted them to the Member States (EU Member States and EEA-EFTA countries Iceland, Liechtenstein and Norway).
Overview of RASFF FCM notifications in March 2017
The European Commission validated 280 RASFF notifications this month, including 244 notifications on food, accounting for 87.14%; 22 notifications on feed, accounting for 7.86%; 14 notifications on food contact materials (FCMs), accounting for 5.00%. The prime hazards for FCMs are migration of elements and excessive levels of heavy metals.

Consumer Product Safety Commission (CPSC) recalls 29 batches of products in March 2017. There are 7 batches of Chinese products, accounting for 24.14%.
Monthly overview report of AQSIQ notifications on imported goods in February 2017
General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (AQSIQ) validated notifications on 29 batches of imported industrial goods, which were found non-compliant during inspection and quarantine process at the entry ports of China.
