German Environment Agency Proposes Including “Mobile Chemicals” on REACH Candidate List
On May 4, 2017, Germany's federal environment agency (UBA) launched a proposal to include “persistent, mobile and toxic substances (PMTs)” or “persistent and mobile substances (PMs)” into REACH's candidate list, which is general known as SVHC.

EU Intends to Further Clarify the Implementation Time, Exemption Period and Exemption Products of RoHS Directive
On March 23, 2017, the European Commission submitted to the WTO regular notification G/TBT/N/EU/460, intending to amend the EU RoHS 2 Directive (2011/65 / EU) to explicitly stipulate the implementation time and the maximum exemption period of the 11th category of products, and to officially exclude pipe organs, non-road mobile machinery fitted with a cord‑connected traction drive in its scope of RoHS 2.

EU Toy Safety Directive Includes Phenol as a New Restricted Substance
On May 4, 2017, the Official Journal of the European Union (OJ) release the Council Directive (EU) 2017/774, amending the Directive 2009/48/EC on the safety of toys, in allusion to those toys that are designed for children under 36 months or could be placed in children’s mouths, to add the migration restriction of phenol and the content restriction of it when it functioned as a preservative.

On May 12, 2017, Standardization Administration of the People's Republic of China issued the 11th announcement of national standards of this year, releasing 334 national standards, among which 34 items belong to standards of textile and footwear.

EU Released Amendment (EU) 2017/752 to Food Contact Plastics Regulation
On April 29, 2017, the Official Journal of the European Union (OJ) releases the regulation (EU) 2017/752 to amend and correct Regulation (EU) No 10/2011 on plastic materials and articles intended to come into contact with food, allowing six new substances, adding the migration limit of nickel, and further explicating the food simulants with overall migration so as to reflects the most recent findings.
American FDA Forbids the Use of Potassium Perchlorate in Food Containers
The Food and Drug Administration (FDA) released a final rule on May 4, 2017, amending the food additive regulations that no longer permit to use potassium perchlorate as an indirect additive in the production of the closure-sealing gaskets of food containers.

CFDA clarifies requirements of filing certificates for imported non-special use cosmetics
On May 19, 2017, China Food and Drug Administration issued regulation (2017) No.72, defining that if an imported non-special use cosmetic, which has finished the permit inspection but has not submitted administrative approval documents, is to conduct import filings in Pudong New Area, its survey report can be submitted as a filing material of imported non-special use cosmetics.

In accordance with the General Product Safety Directive 2001/95/EC (GPSD) and Regulation 765/2008, in April 2017 the European Commission validated 179 notifications on dangerous products and transmitted them to the Member States (EU Member States and EEA-EFTA countries Iceland, Liechtenstein and Norway).
Overview of RASFF FCM notifications in April 2017
The European Commission validated 264 RASFF notifications this month, including 239 notifications on food, accounting for 90.53%; 19 notifications on feed, accounting for 7.20 %; 6 notifications on food contact materials (FCMs), accounting for 2.27%, in which 3 products from China are contained, accounting for 50.00%. The prime hazards for FCMs are migration of elements and excessive levels of heavy metals.

Consumer Product Safety Commission (CPSC) recalls 21 batches of products in April 2017. There are 9 batches of Chinese products, accounting for 42.86%.
Monthly overview report of AQSIQ notifications on imported goods in March 2017
General General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (AQSIQ) validated notifications on 32 batches of imported industrial goods, which were found non-compliant during inspection and quarantine process at the entry ports of China.
