China releases guidance on manufacture of FCMs’ labeling

On September 26, 2017, food contact material experts committee of China National Food Industry Association released guidance on manufacture of identification label of food contact materials and articles in the kind of household appliances, which aims to provide related enterprises with reliable guidance in compliance with labeling requirement.


China consulting for revision of FCMs Regulations

September 28,2017, China National Health and Family Planning Commission requested public comments on project plan of 2017 national food safety standard (consultation Paper). The deadline for consultation is October 15, 2017.


Ready for the upcoming New Chinese FCM Framework legislation

The framework legislation GB 4806.1-2016 and the positive list for additives GB 9685-2016 for materials and articles which come into contact with food in China both applied on October 19. Which indicates that the identification tag, declaration of conformity, and also additives, need to meet the new requirements.



EU consumer app coming to foster substitution of SVHCs

Recently, German Environment Agency(UBA) launched the AskREACH project, in collaboration with 20 project partners from 13 EU member states, which aims to improve consumers’ awareness on risks SVHCs pose to human health and the environment. It is supposed to be a smartphone app, which available from Spring 2019.


TMA and DCHP to be included into SVHC list

On 4th Oct, 2017, European Commission submitted notifications of G/TBT/N/EU/519 and G/TBT/N/EU/520, which meant to add Trimellitic anhydride (TMA) and dicyclohexyl phthalates (DCHP) into the list of the Substances of Very High Concern (SVHC).

EU RoHS permit secondary market operations

Recently, the EUROPEAN Parliament and the Council of Ministers have adopted the amendments to the RoHS directive (Restricts the Use of Certain Hazardous Substances in Electrical and Electronic Equipment (EEE)), which will permit secondary market operations. The Directive will come into effect 20 days after official publication-Official Journal of the European Union.

Washington indicate 20 additional chemicals in children’s products

September 29, 2017, Washington Department of Ecology has added 20 chemicals and removed 3 others from the list of substances reportable under the state’s Children’s Safe Products Reporting Rule, which meant to expand the Chemicals of High Concern for Children (CHCC) list.



R.I. Banned Organic Halogen Flame Retardants on Upholstered Furniture

3th October 2017, R.I. released a Safety Bill for children’s products and upholstered furniture (H5082), which banned the beddings and upholstered furniture treated with organic halogen flame retardant. The ban takes effect from 1th July 2019.

[RAPEX] Overview of RAPEX notifications in September 2017

In accordance with the General Product Safety Directive 2001/95/EC (GPSD) and Regulation 765/2008, in September 2017 the European Commission validated 172 notifications on dangerous products and transmitted them to the Member States (EU Member States and EEA-EFTA countries Iceland, Liechtenstein and Norway). Most of these concerned products presenting serious risk: 152 notifications (88%). 4 notifications concerned products presenting less than serious risk and 16 notifications were circulated for information.


[RASFF] Overview of RASFF FCM notifications in September 2017

The European Commission validated 344 RASFF notifications this month, including 322 notifications on food, accounting for 93.60%; 13 notifications on feed, accounting for 3.78%; 9 notifications on food contact materials (FCMs), accounting for 2.62%, in which 5 products from China are contained, accounting for 55.56%.


[CPSC] Overview of CPSC notifications on recalls in September 2017

Consumer Product Safety Commission (CPSC) recalls 19 batches of products in September 2017. There are 13 batches of Chinese products, accounting for 68.42%.


[AQSIQ] Monthly overview report of AQSIQ notifications on imported goods in August 2017

General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (AQSIQ) validated notifications on 88 batches of imported industrial goods, which were found non-compliant during inspection and quarantine process at the entry ports of China. They have not been offered for sale on the China market yet and are re-dispatched or destroyed instead according to laws.
