EU Conduct Enforcement Pilot on Phthalates and Retardants

ECHA’s Enforcement Forum has started work on a pilot project targeted 7 substances, including phthalates and retardants. The purpose is to verify the compliance with the notification and communication obligations of substances in articles in REACH.


Denmark to Scrap Tax on Phthalates and PVC

The Danish government has decided to scrap a tax on products containing phthalates and PVC. The tax, which covers tape, binders, gloves, aprons, rainwear and protective suits, entered into force in June 2000 and it will cease on 1 January 2019. The tax rate during this period is DKR 2 (€0.3) per kilogram of PVC and DKR 7 (€0.9) per kilogram of phthalate.

EU Amend Directive RoHS to Restrict the Conditions of Use and Exemption Deadline

21 November 2017, Directive (EU) 2017/2102 in the Official Journal of the European Union was published to amend the EU RoHS Directive 2011/65/EU, which mainly modified the use conditions of electronic equipment and its recycling components and the limitation period of exemption list. The directive is effective from 11 December 2017.


Annex III to Directive 2011/65/EU Amended to Exempt Cadmium in LEDs

31 October 2017, Directive (EU) 2017/1975 in the Official Journal of the European Union was published to amend the EU RoHS Directive 2011/65/EU Annex III. It exempted cadmium in color converting light-emitting diodes (LEDs) for use in display systems from 20 November 2017 till 31 October 2019.

The US CPSIA Issued the Final Rule of Phthalates

October 27, 2017, CPSC issued a final rule referring to Prohibition of Children's Toys and Child Care Articles Containing Specified Phthalates, which will revise the requirements in CPSIA. The Code of Federal Regulations title 16 is also amended by adding part 1307. From April 25, 2018(180 days after the release of the federal Gazette), any toys and children care products shall not be put into the market that contains 8 kinds of phthalate of more than 1000ppm.

Vietnam Releases New Regulation on Contents of Formaldehyde in Textiles

23 October 2017, Vietnam Ministry of Industry and Trade issued a circular No. 21/2017/TT-BCT to set a new standard on contents of formaldehyde and aromatic amines in textiles and at the same time abolished the circular No. 23/2016/TT-BCT.



The Proposition 65 Adds PFOA and PFOS

9 November 2017, the Office of Environmental Health Hazard Assessment (OEHHA) update the list of chemicals of Proposition 65, adding perfluorooctanoic acid (PFOA) and perfluorooctane sulfonate (PFOS) known to the state to cause reproductive toxicity, effective from 10 November 2017.


Recall Notifications

[RAPEX] Overview of RAPEX notifications in October 2017

In accordance with the General Product Safety Directive 2001/95/EC (GPSD) and Regulation 765/2008, in October 2017 the European Commission validated 154 notifications on dangerous products and transmitted them to the Member States (EU Member States and EEA-EFTA countries Iceland, Liechtenstein and Norway). Most of these concerned products presenting serious risk: 125 notifications (81%). 13 notifications concerned products presenting less than serious risk and 16 notifications were circulated for information.


[RASFF] Overview of RASFF FCM notifications in October 2017

The European Commission validated 377 RASFF notifications this month, including 341 notifications on food, accounting for 90.45%; 24 notifications on feed, accounting for 6.37%; 12 notifications on food contact materials (FCMs), accounting for 3.18%, in which 8 products from China are contained, accounting for 66.67%.


[CPSC] Overview of CPSC notifications on recalls in October 2017

Consumer Product Safety Commission (CPSC) recalls 18 batches of products in October 2017. There are 9 batches of Chinese products, accounting for 50.00%.


[AQSIQ] Monthly overview report of AQSIQ notifications on imported goods in September 2017

General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (AQSIQ) validated notifications on 54 batches of imported industrial goods, which were found non-compliant during inspection and quarantine process at the entry ports of China. They have not been offered for sale on the China market yet and are re-dispatched or destroyed instead according to laws.
