Seven New Substances to be Added to the SVHC List

The Member State Committee (MSC) supported to add seven new substances and bisphenol A (BPA) to the list of SVHC. The current entry of BPA and the list of SVHC will be updated by mid-January 2018. Legal obligations will start from the formal updating in January 2018.


REACH Enforcement Project Finds Several Restrictions in Toys Unqualified

16 November 2017, The REACH-En-Force-4 (Ref-4) project, coordinated by the ECHA Enforcement Forum, looked at 14 restriction entries in REACH Annex XVII across 29 countries. The report revealed that almost a fifth of toys were non-compliant with EU restriction on phthalates. The final public report will include other 8 entries and it is expected by the end of this year.

CPSC Approve the New Standard ASTM F963-17 for Toys

4 December 2017, Consumer Product Safety Commission (CPSC) approved the new safety standard ASTM F963-17 for toys. ASTM F963-17 contains various grammatical corrections, editorial corrections, and substantive changes to provisions concerning projectiles and sound-producing toys.


Fidget Spinners Containing Lead Removed From Sale

9 November 2017, the US Public Interest Research Group (US PIRG) issued a report to alert the Target store and its suppliers Bulls I Toys after testing for lead content on the handheld toys. The report shows high levels of lead in the Fidget Spinners. The store has removed the fidget spinner from sale.

China Released Project Plan to Revise National Food Safety Standards on FCMs

8 November 2017, China National Health and Family Planning Commission released the Project Plan of 2017 for the National Food Safety Standards(《2017年度国家食品安全标准立项计划》). Concerned unit are required to draft the standards based on the Food Safety Law and the Regulations for the Administration of National Food Safety Standards (《食品安全国家标准管理办法》).



Two Restrictions Added into Annex III to Regulation (EC) No 1223/2009 on Cosmetic Products

5 December 2017, the Official Journal of the European Union published the Directive (EU)2017/2228 to amend the Annex III of Regulation (EC) No 1223/2009 on cosmetics products.


EU Notified WTO of Amended O-phenylphenol Restriction

22 November 2017, WTO published a draft commission regulation notified by EU, amending Annex V to Regulation (EC) No 1223/2009 of the European Parliament and of the Council on cosmetic products. New regulation restricts the maximum concentration of O-PHENYLPHENOL as a preservative in leave-on cosmetic products from the current authorized concentration of 0.2% to 0.15%.


Canada Plans No Action on Trimelliates and DIDA

2 December 2017, Canada Gazette published the assessment conclusion of DIDA (hexanedioic acid, diisodecyl ester, [CAS RN] 27178-16-1) and trimelliates. According to section 64 of the Canadian Environmental Protection Act (CEPA), these substances are not harmful to human health and environment.


EU Amend the Directive 2000/53/EC Annex II on End-of Life Vehicles

16 November 2017, the Official Journal of the European Union (OJ) published Commission Directive (EU) 2017/2096, to amend Annex II to Directive 2000/53/EC on end-of life vehicles, which is related to exemption requirements of materials and components of vehicles.


Singapore to Ban Short-Chain Chlorinated Paraffins

Singapore's National Environment Agency (NEA) notified the WTO to ban Short-Chain Chlorinated Paraffins (SCCP) and products containing them. The new regulation will be announced officially at December 2017 and take effect in June 2018.


Two Substances Added Into Prop 65

15 December 2017, the Office of Environmental Health Hazard Assessment (OEHHA) updated the list of chemicals of Proposition 65, adding chlorpyrifos and n-Hexane known to the state to cause reproductive toxicity, effective from 15 December 2017.

[RAPEX] Overview of RAPEX notifications in November 2017

In accordance with the General Product Safety Directive 2001/95/EC (GPSD) and Regulation 765/2008, in November 2017 the European Commission validated 218 notifications on dangerous products and transmitted them to the Member States (EU Member States and EEA-EFTA countries Iceland, Liechtenstein and Norway). Most of these concerned products presenting serious risk: 182 notifications (83%).


[RASFF] Overview of RASFF FCM notifications in November 2017

The European Commission validated 416 RASFF notifications this month, including 386 notifications on food, accounting for 92.79%; 22 notifications on feed, accounting for 5.29%; 8 notifications on food contact materials (FCMs), accounting for 1.92%, in which 7 products from China are contained, accounting for 87.5%.

Consumer Product Safety Commission (CPSC) recalls 29 batches of products in November 2017. There are 14 batches of Chinese products, accounting for 48.28%.


[AQSIQ] Monthly overview report of AQSIQ notifications on imported goods in October 2017

General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (AQSIQ) validated notifications on 51 batches of imported industrial goods, which were found non-compliant during inspection and quarantine process at the entry ports of China.
