Helsinki 15 January 2018-ECHA adds seven new substances of very high concern (SVHC) to the Candidate List and updates the entry for bisphenol A (BPA). Up to now, the SVHC list is updated to 181 items. 20 December 2017, ECHA had informed in advance that the material information to be updated. Seven New Substances to add to the SVHC List-C&K Testing reported on 21 December 2017.
10 January 2018, the Official Journal of the European Union releases Directive (EU) 2018/35, amending Annex XVII to REACH Regulation as regards octamethylcyclotetrasiloxane (‘D4’) and decamethylcyclopentasiloxane (‘D5’) in cosmetic products.

Textile, Footwear and Luggage

2 January 2018, OEKO-TEX updated the applicable test criteria and limit values for product certification. The new regulations come into effect on 1 April 2018 for all certifications, following a three-month transition period. In accordance with LEATHER STANDARD by OEKO-TEX, bisphenol A and aniline add to “Other chemical residues”, and the limit value for all product classes is also updated.

Food and Food Contact Materials

19 January 2018, the Official Journal of EU issues the EU 2018/79, amending Regulation (EU) No 10/2011 on plastic materials and articles intended to come into contact with food. The new regulation add 2,4,4’-trifluorobenzophenone, 2,3,3,4,4,5,5-heptafluoro-1-pentene, tungsten oxide and the mixture of methyl-branched and linear C14-C18 alkanamides, derived from fatty acids.
16 January 2018, General Administration of Quality Supervision, Inspection and Quarantine of P.R.C. drafts out the Standard of Practice for Quality Supervision and Sampling of Food-Related Products, which concludes 11 categories of 24 kinds of products. The draft standard is seeking public advice and will end up at 16 February, 2018.
12 December 2017, National Food Safety Risk Assessment Center releases the exposure draft of the Standard for Use of Food Additives and Rules for the Migration Test of Food Contact Materials and Products, and is now seeking advice in relevant departments and enterprises.


On 29 December 2017, California's Office of Environmental Health Hazard Assessment (OEHHA) listed vinylidene chloride as a carcinogen under Proposition 65. The New Prop 65 list is effective immediately.
19 December 2017, European Commission issues proposal 2017/0353, including 11 chapters comprising 64 articles and one Annex. This proposal is consistent with the proposal for a Regulation on market surveillance of products which was adopted by the Commission in February 2013 [COM (2013)75] as part of the "Consumer Product Safety and Market Surveillance Package".

Recall Notifications

The European Commission validated 416 RASFF notifications this month, including 386 notifications on food, accounting for 92.79%; 22 notifications on feed, accounting for 5.29%; 8 notifications on food contact materials (FCMs), accounting for 1.92%, in which 7 products from China are contained, accounting for 87.5%.
Consumer Product Safety Commission (CPSC) recalls 29 batches of products in November 2017. There are 14 batches of Chinese products, accounting for 48.28%.
[AQSIQ] Monthly overview report of AQSIQ notifications on imported goods in October 2017 General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (AQSIQ) validated notifications on 51 batches of imported industrial goods, which were found non-compliant during inspection and quarantine process at the entry ports of China.
