25 April, 2018, the Official Journal of the European Union released Directive (EC) No 2018/636, identified dicyclohexyl phthalate as a substance of very high concern. ECHA plan to add DCHP into list of SVHC. According to the Article 57(c) of REACH Regulation, dicyclohexyl phthalate (DCHP) has reproduction toxicity of category 1B under Regulation (EC) No 1272/2008, and it has endocrine disrupting properties with probable serious effects to human health.The substance shall be included in the candidate list.

19 April, 2018, the Official Journal of European Union releases Directive 2018/588 and 2018/589, adding the new entry of 1-methyl-2-pyrrolidone (NMP) and Methanol in the Annex XVII of REACH Regulation. This directive of REACH Regulation shall be binding in its entirety and directly applicable in all Member States and will enter into force on the 20th day following that of its publication in the Official Journal of the European Union.

Benzene-1, 2, 4-tricarboxylic acid 1, 2 anhydride (trimellitic anhydride) (TMA), EC No 209-008-0, CAS No 552-30-7, fulfils the criterion set out in Article 57(f) of Regulation (EC) No 1907/2006 (REACH). it shall be included in the candidate list referred to in Article 59(1) of REACH Regulation

28 March, 2018, The European Commission has notified the WTO of a draft Regulation, amending entry 51 to REACH Annex XVII to restrict the use of four phthalates in toys. The draft prohibits the use as substances or in mixtures in a concentration equal to or greater than 0.1 % by weight of the plasticized material in toys and childcare articles of diisobutyl phthalate (DIBP) and the placing on the market in articles of any of the listed four phthalates

3 April, 2018, the Official Journal of the European Union issued a directive 2018/C 117/03, approving the authorization application of sodium dichromate in the REACH Annex XIV.Use of sodium dichromate as corrosion inhibitor in ammonia absorption deep cooling systems as applied in the industrial production of freeze-dried products such as coffee, herbs, spices and comparable products.

28 March, 2018, Arab States notified WTO of a draft technical Regulation to restrict the use of certain hazardous substances in electrical and electronic equipment, aiming to protect human health and environment as well as the environmentally sound recovery and disposal of waste. This regulation will take effect for products placed on the market in Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, United Arab Emirates and Yemen.Draft regulation contains 45 pages, including a list of prohibited substances in materials. Except for the maximum allowable concentration of cadmium (0.01% by weight), the following substances of which are 0.1%:

28 February, 2018, Ukraine approved the No.151 standard-the new technical regulation on the safety of toys, which will come into effect on 21 September, 2018. The new technical regulation on the Safety of Toys establishes requirements on the safety of toys and their placement on the market. It also defines the obligations of manufacturers, importers and distributors. The new regulation will replace the existing regulation which took into account in 2003.

21 March, 2018, Brazil government passed a law to restrict the lead on in products and materials used in buildings visited by children. The content of lead (by weight) in the manufacturing, sale or import of the following products shall not over 0.06 %: Paints, varnishes and similar surface coating materials are exempted for the following purposes.Products with excess lead content will be destroyed and disposed of in an environmentally friendly way.

The new Federal Safety Standard for baby bouncing chairs (16 CFR 1229), takes effect on March 19, 2018. 7 September, 2017, Consumer Product Safety Commission (CPSC), approved a new federal mandatory standard according to ASTM F2167-17 to improve the safety of baby bouncing chair and prevent the baby death and injury. This durable baby product is suitable for babies who are 6 months old and cannot sit alone.

5 April, 2018, Turkey publishes a new rule on food contact materials in the Official Gazette, replacing the previous one dated from 2011, which will be aligned with EU regulations. The EU Food contact material Regulation came into effect in 2004, requiring the release of chemical components from these materials not to exceed at harmful level or change composition, odor or taste in an unacceptable way. The new rules will be implemented by the end of 2018

Recall Notifications

The European Commission validated 338 RASFF notifications this month, including 311 notifications on food, accounting for 92.01%; 16 notifications on feed, accounting for 4.73%; 11 notifications on food contact materials (FCMs), accounting for 3.26%, in which 6 products from China are contained, accounting for 54.55%. The prime hazards for FCMs are migration of elements.

General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (AQSIQ) validated notifications on 19 batches of imported industrial goods, which were found non-compliant during inspection and quarantine process at the entry ports of China. They have not been offered for sale on the China market yet and are re-dispatched or destroyed instead according to laws.
