10 April 2019, the European Committee for Standardization published a new standard EN 71-3:2019 for measuring the migration of certain chemical elements in different types of toy materials. The new standard sets out a method for determining the migration level of chromium VI from scraped-off toy materials such as paint. It shall come into force on 31 October 2019, and the current standard EN 71-3-213 + A3:2018 will expire at the same time.

23 May 2019, the Official Journal of European Union released the directive (EU) 2019/831, amending the Annex II, III and V to Regulation (EC) No 1223/2009 on cosmetic products. The directive shall enter into force on 11 June 2019. This Regulation shall be binding in its entirety and directly applicable in all Member States.

The European Commission validated 355 RASFF notifications this month, including 315 notifications on food, accounting for 88.73%; 23 notifications on feed, accounting for 6.48%; 17 notifications on food contact materials (FCMs), accounting for 4.79%. 13 of the products are from China, accounting for 76.47%. The prime hazards for FCMs are migration of elements.

Consumer Product Safety Commission (CPSC) recalls 27 batches of products in April 2019. There are 18 batches of Chinese products, accounting for 66.67%. Accompanying remedies (refund, replacement and repair) are taken for such notifications.As notified on the CPSC website, some customers have already got injured due to the potential hazards.So it is important to track the recalls of products to ensure consumers' legitimate interests and rights.
