10 July 2019,ECHA proposed a recommendation to the European Commission to amend Authorization List (Annex XIV of REACH) entries by adding the endocrine disrupting properties of four phthalates. Once the Commission decides on the amendment, some previously exempted uses will require authorization.

16 July 2019, ECHA added 4 new substances to the Candidate List of substances of very high concern (SVHCs). The authorization now contains 201 substances. The new substances to the Candidate List possess the carcinogenic, toxic to reproduction, persistent, bioaccumulative and toxic (PBT) and very persistent and very bioaccumulative (vPvB) properties. Following are the substances included in the Candidate List for authorization on 16 July 2019 and their SVHC properties.

8 July 2019,Rhode Island's legislature passed a bill RI H5119 to revise the maximum permissible level of organohalogen flame retardants (OFR) in upholstered bedding and furniture (including foam, plastics, fabric, textiles, etc.) manufactured or sold in state from 100ppm to 1,000 PPM. This bill shall take effect from 1 January 2020.

25 June 2019, the Official Journal released a Directive (EU) 2019/1021, amended the regulation on persistent organic pollutions (POPs). The revised new regulations shall come into force on 15 July 2019, and the previous POPs regulations (EU) 850/2004 to repeal. The new regulations tighten the control of flame retardants, and the total concentration limit of polybrominated diphenyl ether (PBDEs) in the waste management substance list was revised to 1000mg/kg

28 June,2019, the Office of Environmental Health Hazard Assessment (OEHHA) added p-chloro-α,α,α-trifluorotoluene (para-Chlorobenzotrifluoride, PCBTF) to the list of Proposition 65. PCBFT is identified by the National Toxicology Program (NTP) that it causes cancer.

The European Commission validated 312 RASFF notifications this month, including 266 notifications on food, accounting for 85.26%; 28 notifications on feed, accounting for 8.97%; 18 notifications on food contact materials (FCMs), accounting for 5.77%. 15 of the products are from China, accounting for 83.33%. The prime hazards for FCMs are migration of elements.

Consumer Product Safety Commission (CPSC) recalls 28 batches of products in June 2019. There are 17 batches of Chinese products, accounting for 60.71%.Accompanying remedies (refund, replacement and repair) are taken for such notifications.As notified on the CPSC website, some customers have already got injured due to the potential hazards.So it is important to track the recalls of products to ensure consumers' legitimate interests and rights.
