24 July 2018, New York issues a bill to ban BPA substitution chemicals in children's products. This bill has been submitted to the state’s Department of Environmental Conservation. It will expand existing legislation to ban the sale of bisphenol-containing child care products. The new bill shall take into effect on 31 December, 2019. The draft amendment expands the ban on bisphenol alternatives, including bisphenol AF (BPAF), bisphenol Z (BPZ), bisphenol S (BPS), bisphenol F (BPF), bisphenol AP (BPAP) and bisphenol B (BPB). Studies shows that all these six bisphenol alternatives are mimic estrogen in breast cancer cells, and three of them are more so than BPA itself. ...

11 June 2018, ASTM International’s committee on consumer products approved a new safety standard ASTM F3317-18 that provides requirements and test methods aimed at ensuring adequate performance of infant floor seats. This standard is intended to minimize injuries to children resulting from normal usage and foreseeable misuse or abuse of infant floor seats. An infant floor seat is a seat placed on the floor, which may include a tray, toy, or restraint system. The standard is not applicable to pillow infant positioners, which are usually made of fabric and filler materials for positioning or rest and do not contain restraint systems. ...

12 July 2018, the Official Journal of the European Union issues a directive (EU) 2018/978, amending the Annex II and Annex III of the Regulation (EC) 1223/2009 on cosmetics products. This directive shall enter into force on the twentieth day following that of its publication in the OJ(i.e. 1 August 2018). From 1 May 2019 cosmetic products containing one or more of the substances prohibited by this Regulation and cosmetic products containing one or more of the substances restricted by this Regulation and not complying with the restrictions laid down in this Regulation shall not be placed on the Union market. ...

30 June 2018, Brazil regulation of RDC No. 88, RDC No. 89, and RDC No. 90 on technical requirements for food contact cellulosic materials and containers came into force. The regulations, published in Brazil's Official Gazette on 30 June 2016, have now passed a two-year transition. Manufacturers are now expected to comply with the new rules. 27 June 2018, ECHA added 10 new substances to the Candidate List, which includes TMA and DCHP due to their respiratory sensitising properties and toxic for reproduction and endocrine-disrupting properties, respectively. 10 Substances included in the Candidate List for authorisation on 27 June 2018 and their SVHC properties are as follows.The product containing SVHC materials, whose content exceeds 0.1%, needs to inform ECHA. The European Commission discussed the outcome and follow-up of the second REACH review on the meeting of 11 June, and proposed restrictions before the sunset date for substances listed on Annex XIV-the authorization list. ECHA proposed a restriction on four phthalates, DEHP, DBP, DIBP and BBP. At the same time, ECHA are preparing the restrictions for TCEP and lead chromates. For other substances, ECHA will carry out screening reports to assess if a restriction is required over the next six to 12 months. ...

June 19, 2018, Canada releases a notice, adding pigment red 4 to the list of restricted substances and amending the entry of Methylisothiazolinone (MI). According to "potential health concerns" identified under the nation’s Chemicals Management Plan (CMP), Canada approves the proposal made last November. Pigment red 4 is added to its list of restricted substances, with a maximum concentration of 3% permitted. As a prohibited preservative, the maximum allowed concentration of Methylisothiazolinone (MI) in rinse-off cosmetic products is reduced to 0.0015% due to the risk of sensitization. ...
