On November 26, 2024, the U.S. Food and Drug Administration (FDA) proposes to establish and require standardized testing methods for detecting and identifying asbestos in talc-containing cosmetic products, as mandated by the Modernization of Cosmetics Regulation Act of 2022 (MoCRA). This proposed rule, if finalized, would protect consumers by, to the extent it reduces exposure to asbestos, resulting in fewer asbestos-related illnesses.

The European Chemicals Agency (ECHA) plans to expand its Candidate List of Substances of Very High Concern (SVHCs) by adding six substances from January 6, 2025, taking the total to 248. Octamethyltrisiloxane is among the new additions.
In December 11, 2024, the U.S. Food and Drug Administration (FDA) issued updated guidance for industry on registration and listing of cosmetic product facilities and products. The guidance finalizes the frequently asked questions and answers (FAQ) in Appendix B (Q1-19). In addition, three new FAQs (Q20-22) in Appendix B of the guidance are marked as “for comment purposes only”. These three FAQs are available for comments before January 13, 2025.
GB 15979—2024 will take effect from July 1, 2025. This standard fully replaces GB 15979—2002. As a mandatory national standard, it is one of the basic standards for disinfection products.
On November 19, 2024, following the mandatory national standard revision plan issued by the National Standards Committee, the Ministry of Industry and Information Technology announced the completion of the drafting of eight mandatory national standards, including "Limits on Heavy Metals in Inks" (draft for comments). On December 10, 2024, the EU abandoned its plan to restrict Tetrabromobisphenol A (TBBP-A) and medium-chain chlorinated paraffins (MCCPs) under the RoHS Directive.
