New China FCMs Standards
On September 25, 2023, the National Health Commission (NHC) released announcement No. 6, 2023 regarding 85 national food safety standards, including National Food Safety Standard - Tea (GB 31608-2023), along with three modification documents.
New Food Contact Substance Registration in China
Under the Administrative Measures on Provisions on the Administration of Licensing of New Varieties of Food-related Products released in 2011, companies shall submit a new food contact substance registration for resins and additives to the National Health Commission (NHC) in China. Only after the new substances have passed the safety review by the NHC, can they be used in food contact materials and products (FCMs) production in China.

EU food contact material | FCMs Testing
The safety management and legislation of food contact materials of European Union marked its opening by the directive 76/893/EEC in 1976. Up to now, the regulation has become far more complex that covering many materials. The chart below embodies the regulation framework of EU food contact materials comprehensively.
US FCMs Testing (FDA)
In the US, the materials used for food packaging are regarded as indirect additives, and incorporated in the food additives safety regulation system, involving major regulations and policies as the following: 1. CFR (Code of Federal Regulation) 21 Chart 2.CPG (Compliance Policy Guides) formulated by FDA(U.S. Food and Drug Administration) 3. California Proposition 65 (also known as Safe Drinking Water and Toxic Enforcement Act) was enacted as a ballot initiative in November 1986. Prop 65 aims to protect California citizens and the drinking water from contamination from chemicals to cause cancer or birth defects or other reproductive toxicity.
China Food Contact Material | FCMs Testing
Food packaging materials in China are regulated under the "Food Safety Law of the People's Republic of China", which applied on 1 June 2009. This law prohibits the import, use, or purchase of food-related products, including food packaging materials, that not complying with the applicable Chinese Food Safety Standards promulgated by the Chinese Ministry of Health (MOH).
