ASTM F963

Standard Consumer Safety Specification for Toy Safety (ASTM F963) was published by American Society for Testing and Materials as the most important toy safety standard in the United States. Initially, it is a voluntary standard formulated by United States Department of Commerce in 1976 for the first time. Voluntary standard as it is, it also includes federal mandatory safety requirements. Mandatory standards Consumer Product Safety Act (CPSA) and Consumer Product Safety Improvement Act (CPSIA) introduce requirements of ASTM F963. In business practice, toys failing to fulfil ASTM F963 cannot enter the US market.

The scope of ASTM F963 Testing

This specification covers requirements and contains test methods for toys intended for use by children under 14 years of age. Articles not covered by this specification are as follows: bicycles, tricycles, non-powered scooters, recreational powered scooters and pocket bikes, sling shots and sharp-pointed darts, playground equipment, non-powder guns, kites, hobby and craft items in which the finished item is not primarily of play value, model kits in which the finished item is not primarily of play value; Crayons, paints, chalks, and other similar art materials, toy chests, sporting goods, camping goods, athletic equipment, musical instruments, juvenile products, and furniture, powered models of aircraft, rockets, boats, and land vehicles, constant air inflatables.
