EU legislation aims to ensure that toys meet safety
requirements that are amongst the strictest in the world. Toy Safety Directive
2009/48/EC (also known as "TSD") lay down the safety criteria that
toys must meet before they can be marketed in the EU and specific test methods
are set forth in EN 71. Whether the toy product is imported from or
manufactured in EU countries or other countries, EN 71 compliance is mandatory
where the product falls under the scope of a toy for children under 14 years of

However, it should be noted that the European Commission's Scientific Committee on Health, Environmental and Emerging Scientific Risks (SCHEER) is to form a scientific opinion on the tolerable intake of aluminium, with regards to adapting migration limits in toys.
